One of the promises contained in the policy statements made to the people before the current government came to power was to start a national movement called "Praja Shakthi" to eliminate poverty. Regarding that movement to fulfill that promise, the responsibility of regulating the concept was handed over to government officials and inform the relevant officials about its structure as well as the mechanism of implementing the concept. Information programs are currently underway in every districts of Sri Lanka and in connection with that its primary phase was introduced to Kegalle district. Current government's "rich country - beautiful life ..... "People's way of life in principle is the government's triple approach to make a perfect life - a honorable life - a modern life - a dignified life - a comfortable country - a safe country - a wealthy nation - a strong country Government's primary hope is to end poverty in all places by 2030 by strengthening the factors like Rural Poverty, Digital Economy, Clean Sri Lanka.
According to the current surveys conducted by Sri Lanka overall, 1 out of every 6 people in the total population has been identified as multiple poverty (16.6%) and 95.3% of them are rural estate-related people. It is the Government's vision to liberate the people in such a situation - to create a safe life and the mission is to improve the quality of life of all people through economic broadcasting, public partnership, care and attitude development. Planning and conducting projects through a joint approach. The goal of accomplishing this mission is to reduce multifunctional poverty from 5 units compared to 2025 by 2030. National level leadership, people centric corporate structure, joint scheme to reorganize district/regional coordination committees as strategic approach by the government to it has focused on matters of national level leadership, public centric corporate structure, joint scheme and issue the circular required to reorganize district/regional coordination committees, district Establishment of District Planning Committee under Rick Coordination Committee (Local Affairs Circle 3/2025), Establishment of Community Development Council Coordination Committee under Regional Coordination Committee (Local Affairs Circle 3/2025), Issue Circle related to implementing National Businesses, Establishment of King Development Councils (PS/DASA/Circular/7/2025), providing guidelines and awareness related to the implementation of Community Empowerment National movement, is the ongoing measures to appoint a community empowerment officer for every grama officer domain.
The local administration is playing a tremendous role in implementing the community empowerment national movement, and the government has introduced it as its role in leadership, leadership, supervision, and problem solving. The National Council of Policy (NPC) is top represented in the structure here, the Community Energy Operations Committee/ Community Energy Secretariat from top to second level, Ministries/ Provincial Councils third level, District Coordination Committee (DCC)/ District Secretariat/ Provincial Councils Fourth The level, the Provincial Coordination Committee (DCC)/Local Secretariat/Local Government Institutions five, are the bottom level Community Development Council (CDC) these corporate structures. The chairman of the Community Development Council is appointed as the chairman of the regional development committee or one of his representatives while the secretary is the community empowerment officer appointed to the Grama Niladari division. Grama officer, Prosperity Development Officer, Agricultural Research Production Assistant/Fisheries Officer/Miridiya Fisheries Expansion Officer are official representatives. Considering the remaining representatives of the Community Development Council should be included in 5 strategic groups and 10 - 15 community representatives. Also out of all members should be at least 5 female agents and 5 between the ages 15-29.
Also when considering the structure of the Community Development Committee its chairman is appointed as the Chairman of the Regional Coordination Committee or his representative while the secretary is the Community Empowerment Officer. Grama officer, Prosperity Development Officer, Agriculture Researcher Production Assistant/Fisheries Officer/Miridiya Fisheries Farming Officer are the regular representatives here. Regional Secretariat can call all sector officers working towards social/economic/cultural development as rest of the officers to Community Development Council at any situation. The chairman of the Community Development Council should be appointed by the local secretary on the approval of the Regional Coordination Committee. Also the Secretary and other representatives who are appointed by official power should be appointed by the local secretary. The nomination documents including other representatives selected for Community Development Councils should be submitted by the Regional Secretariat to the Community Development Council Coordination Committee, a sub-committee of the Regional Coordination Committee and get approval and the appointment letters should be issued by the Regional Secretary. Community Development Council meetings should be held in a public place and at least 06 meetings (every 02 months) per year. The Community Development Council has the power to make decisions regarding it. The time of Community Development Council is 3 years and after 3 years a new council should be appointed.
