According to the instructions given by the Honorable Buddha Sasana, the Minister of Religious and Cultural Affairs, to name the cultural centers operating all over the island under the Ministry of Religious and Cultural Affairs, after an outstanding artist who lived and is still living in the area where the cultural center operates. Under the first phase, the island's first cultural center was named after Mr. 'Veteran Rangadara Suminda Sirisena', who rendered incomparable service to the Kegalle area as well as the Sri Lankan art scene.

Mr. Suminda Sirisena is an artist who has played excellent roles in stage dramas, tele dramas and cinema and has also received state awards for that.

On that occasion, Mrs. Leela Sirisena, wife of the late veteran actor Suminda Sirisena and family members, State Minister for Foreign Affairs Taraka Balasuriya, State Minister for Technology Kanaka Herath Balasuriya, Kegalle District Member of Parliament Rajika Wickramasinghe, Additional Secretary to the Ministry of Buddhism, Religious and Cultural Affairs Tilak Hettiarachchi, Kegalle. Additional District Secretary (Administration) K.P.S. Nishantha, Kegalle Assistant Regional Secretary G.R.N. K. Gunaratne, Cultural Promotion Officer, MA Hemamala, veteran actress Dhuleeka Marapana, veteran singer Nimal Gunasekara, local artists and others participated in this event.
